3. Early-Warning and Data Systems:

Investment in meteorological technology, remote sensing, and community-based early-warning networks can provide the critical hours needed to save lives.

4. ESG Integration:

Corporations, especially those with European or Mediterranean operations, should begin assessing flood exposure as part of their climate-risk disclosures. Water risk is financial risk.

5. Community Preparedness:

Education and local disaster drills can transform fear into readiness. When citizens understand the terrain and the warning signs, communities become resilient.
